POSITION DESCRIPTION: Manage the statewide Airspace Protection Program, in accordance with Chapter 333, Florida Statutes, "Airport Zoning" and Chapter 14-121, Florida Administrative Code, "Airport Zoning and Airspace Protection," and other state, and federal requirements.
Manage the statewide review and approval of airport security plans in accordance with Chapter 330, Florida Statutes, "Regulation of Aircraft, Pilots, and Airports," Chapter 14-60, Florida Administrative Code, "Airport Licensing, Registration, and Airspace Protection," and other state, and federal requirements.
Provide assistance to political subdivisions regarding federal obstruction standards in accordance with Chapter 333, Florida Statutes, "Airport Zoning."
Manage the statewide Aviation Disaster Preparedness and Response Program in accordance with Chapter 252, Florida Statutes, "Emergency Management" and other state, and federal requirements.
Review Airport Master Plans and Airport Layout Plans of existing and proposed public-use airports with respect to Airspace Protection and Airport Land Use Compatibility.
Manage the statewide Secure Airports for Florida’s Economy (SAFE) Program and direct the expenditure of funds in accordance with Chapter 332, Florida Statutes, “Airports and Other Air Navigation Facilities” and Chapter 2001-355, Laws of Florida.
Conduct technical analysis of Airspace Obstruction Permit Applications for any site within the jurisdiction of the department and make recommendations to the State Aviation Manager to issue or deny the application in accordance with Chapter 333, Florida Statutes, "Airport Zoning" and 14-121, Florida Administrative Code, "Airport Zoning and Airspace Protection."
Manage the development and dissemination of educational information and materials regarding the statewide Airspace Protection Program, Airport Security Program, and Disaster Preparedness and Response Program in accordance with Chapter 332, Florida Statutes, “Airports and Other Air Navigation Facilities.” Perform instruction duties in conjunction with implementation of statewide aviation training programs for local, federal, and private sector partners.
Manage aviation consultant projects related to Airspace Protection Program, Airport Security Program, and Disaster Preparedness and Response Program.
Manage the development and administration of the Florida Aviation Database system for the purposes of managing the Airspace Protection Program, Airport Security Program, and Disaster Preparedness and Response Program.
Develop and implement aviation rules, policies, and procedures and recommend revisions as needed to maintain an efficient and effective statewide aviation program.
Analyze proposed legislation for impact on local, state, and federal requirements and provide recommendations.
KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of principles and analytical techniques of professional aeronautical management, planning and/or engineering as applied to airport facilities. Knowledge of practical applications of property rights, land use law, and limits of government authority. Knowledge of federal and state regulations, guidelines and specifications related to airport design, aeronautical facility location, and operation. Knowledge of principles of aviation system and airport master planning. Knowledge of principles and techniques in managing aircraft flight operations. Knowledge of principles and techniques in airport terminal and enroute air traffic control operations. Knowledge of microcomputer applications for word processing, data analysis, presentations, and internet access. Knowledge of federal and state laws, regulations, and guidelines related to airspace and airports, including Chapter 333, Florida Statutes, "Airport Zoning;" Chapter 14-60, Florida Administrative Code, and "Airport Licensing, Registration, and Airspace Protection;" and applicable state and local laws, regulations, and guidelines related to community land use, including Chapter 163, Florida Statute, "Intergovernmental Programs," regarding community planning and comprehensive plans. Skill in effective professional management, planning, analysis, and decision making. Skill in effective interpretation and application of applicable laws, regulations, and guidelines. Skill in effective application of microcomputer systems and productivity software programs. Skill in effective preparation and record keeping of correspondence and analytical reports. Skill in effective verbal communication including formal presentations and group discussions. Ability to work independently to effectively manage statewide complex technical projects and programs. Ability to analyze and interpret information to effectively resolve complex, technical challenges. Ability to analyze and interpret regulations to effectively determine and evaluate viable options. Ability to plan, direct, and supervise the efforts of project team members, including consultants. Ability to establish and maintain effective working relationships with others. Ability to complete contractual projects on schedule and within budget.
MINIMUM QUALIFICATIONS: Eight (8) years of experience in airspace analysis, community planning, comprehensive planning, or land use planning. A bachelor’s degree may substitute for four (4) years of the required work experience. A master’s degree may substitute for six (6) years of the required work experience.
