Job Description

SUMMARY: The California Fire Safe Council (CFSC) is seeking applications for a full-time Grants Manager.

The Grants Manager oversees CFSC’s Grants Clearinghouse operations and ensures compliance with applicable guidelines and regulations. This role includes supervising staff, managing the full lifecycle of grant and subgrant programs, overseeing program and project management, and maintaining programmatic and fiscal compliance. The Grants Manager is a key member of CFSC’s leadership team with a responsibility to ensure alignment of the Grants Clearinghouse with CFSC’s mission, goals, and objectives while fostering collaboration across teams. The Grants Manager also supports the organization’s efforts in fostering stakeholder relationships, representing the organization, and conducting outreach on behalf of the organization. The ideal candidate will demonstrate exceptional skills in team leadership, technical grant knowledge, project management, and building collaborative relationships while upholding CFSC’s mission.

SCHEDULE: Full-time/Monday – Friday. This position is eligible for telework arrangements with occasional on-site presence plus the ability to travel to conferences, events, trainings, site visits, and meetings, including occasional evening and weekend work and travel.

ESSENTIAL DUTIES: The Grants Manager is primarily responsible for overseeing the Grants Clearinghouse. This position is a supervisory role. A summary of essential duties below. Other duties may be assigned.

Grant Administration & Management

  • Oversees all stages of master grant management and administration, from solicitation to closeout for all CFSC grants in compliance with all relevant state, federal, and local laws and regulations.
  • Supports fund prospecting and fund seeking, including researching funding opportunities, and preparing letters of interest or applications.
  • Oversees all stages of the Grants Clearinghouse subgranting cycle, including solicitations, application development, applicant reviews, pre-award assessments, notice of awards, technical assistance, program delivery, post-award management, subgrantee monitoring, and grant closeout processes.
  • Develops and updates subaward agreements and ensures compliance with all regulations and program requirements.
  • Provides ongoing technical support and training to staff, grantees, and applicants on grant compliance and reporting.
  • Assist staff in the management of complex and high-risk grants, ensuring alignment with organizational objectives, master grant requirements, and state and federal regulations.
  • Serve as the primary liaison with grantors/funders for progress reporting, invoicing, and other grant-related communications.
  • Maintain robust desk manuals and process documentation for all CFSC’s grant management activities.

Program and Project Management

  • Ensure each program is effectively project managed to meet milestones on schedule and within budget while aligning program goals and objectives.
  • Develop and maintain program management plans and documents.
  • Develop and maintain program budgets, working closely with the finance team to ensure fiscal compliance with grant regulations, CFSC policies, and approved program budgets.
  • Ensure timely and accurate submission of all programmatic progress reports and fiscal reports in collaboration with finance team and oversight by the Program Director.
  • Track, monitor, and communicate program issues, risks, and challenges to Program Director.
  • Track, monitor, and communicate program accomplishments, completion of key milestones, and successes to Program Director.
  • Manage contracts; Oversee and coordinate with vendors and contractors working on key programmatic deliverables.
  • Ensure the prompt, efficient, and compliant delivery of CFSC’s grant-based programs in alignment with CFSC’s mission and objectives.

Compliance & Reporting

  • Collaborate closely with the finance team to ensure accurate reports are submitted on time and comply with grant regulations.
  • Document all grant funded activities and manage in compliance with federal, state, funder, and CFSC policies and regulations.
  • Keep comprehensive records of grant-related activities to support audits, reviews, and institutional knowledge.
  • Incorporate audit preparedness into workflows to proactively identify and mitigate risks to enhance the organization’s readiness for audits and cultivate CFSC’s culture of compliance and accountability.
  • Develop and maintain organized and comprehensive files to support annual fiscal audits, federal single audits, and special grant audits.
  • Support the Program Director in preparing reports for CFSC Board of Directors, funders, and other stakeholders.
  • Collect, analyze, and report data on grant and program outputs, outcomes, and impacts.
  • Provide impact data to the Program Director and ensure it is accessible to other departments to support cross-functional initiatives, including fundraising, communications, and outreach.

Supervision & Leadership

  • Supervise, train, and support Grants staff to ensure proficiency in grant management, sub-recipient monitoring, compliance, and program implementation.
  • Lead staff in developing and implementing standard operating procedures, grantmaking policies, and processes to improve efficiency and transparency.
  • Foster a culture of excellence, collaboration, and accountability within the Grants Clearinghouse team.
  • Manage staff in compliance with state and federal laws and regulations; conduct performance management and guide staff development.

Technical Systems Management

  • Coordinate the development, updates, and maintenance of CFSC’s grant management software with vendors.
  • Train staff in the effective use of grant management systems and other technical tools.
  • Leverage technology to enhance reporting, data tracking, and workflow efficiency.

Ambassadorship & Community Outreach

  • Function as an ambassador for CFSC by participating in community outreach and representing the organization at meetings, events, and conferences.
  • Develop and steward strong relationships with stakeholders, including funders, community partners, and grantees.
  • Collaborate with external stakeholders to identify opportunities for new partnerships and programs in alignment with CFSC’s vision, mission, and strategic objectives.

Collaboration and Communication

  • Facilitate or oversee facilitation of events, such as workshops, conferences, training sessions, for subrecipients, applicants, and/or program participants.
  • Work closely with CFSC leadership to analyze program processes and outcomes and recommend improvements.
  • Collaborate internally with other departments (e.g., Communications, Finance, Business/Administration, Executive Leadership, Fundraising/Development) on cross-functional efforts.
  • Collaborate with external stakeholders, including funding agencies, grantees, donors, and other partners to maintain strong relationships and compliance.

SUPERVISORY RESPONSIBILITIES: Directly supervises employees in the Grants Clearinghouse department. Fulfills supervisory responsibilities in accordance with the organization's policies and applicable state and federal laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

EDUCATION AND/OR EXPERIENCE: Bachelor’s degree (B.A.) from four-year college or university in accounting, business, finance, or related field and a minimum of five years related experience and/or training; or equivalent combination of education and experience.

COMPUTER SKILLS: To perform this job successfully, an individual should have knowledge of Internet software and the Microsoft Office Suite of products. Knowledge of basic office equipment, computers/laptops, tablets, cell phones, Internet and email, copy and fax machines, and telephone. Previous experience with grant management software required. Previous experience with accounting/ financial management software and project management software desired.

CERTIFICATES, LICENSES, REGISTRATIONS: A current CA driver’s license and proof of auto insurance are required. Certification in Federal Grants Management preferred.

OTHER REQUIREMENTS: Willingness and ability to travel to conferences, events, trainings, site visits, and meetings, including occasional evening and weekend work and travel. Reliable transportation is required to drive to meetings and events (mileage is reimbursable).

COMPENSATION/BENEFITS: Annual salary range is 105,000-$125,000, depending on experience. Competitive insurance, retirement, vacation/sick leave benefits, among others offered.
