This position provides leadership, strategic planning, and work direction for the MDA enterprise technology and data strategic alignment activities, projects, and plans. This position coordinates enterprise level analysis, planning and implementation efforts as they related to IT system modernization across MDA divisions, and with MN.IT Services and external partners. The individual also manages the associated resources needed to conduct this work, including efforts to secure funds, development budgets and manage staff resources. This work also involves integrating user and customer perspectives into business technology and processes and working toward continuous improvement across all Agency programs and services. The position leads and manages projects that have major agency wide, multi-divisional, and/or statewide impact, and sets policies and procedures as they relate to cross-program information technology and business systems, their integrations, and operations. This position is held accountable for the oversight and delivery of products and services related to current priority MDA's IT related operational projects, including managing, and overseeing the rollout of new or modified systems in cooperation with contractors or vendors, and MNIT and MDA staff.
As an enterprise data and technology leader, this position champions for, and represents MDA business and its work with MNIT, in joint projects and activities as they relate to technology modernization and ongoing operational work. These efforts must be done in alignment with the MDA and MDA IT strategic plans, federal requirements, and endorsed enterprise frameworks. This position will also provide guidance and leadership to MDA team members that manage enterprise-wide IT systems. This position must be skilled in managing business relationships and partnerships, as they work collaboratively with and consult with senior IT Business Owners, contractors and vendors, technical staff, and program/project managers to achieve common goals. This position also provides oversight for and contributes to business readiness efforts associated with assigned IT modernization efforts. Sufficient technical knowledge is required to understand project objectives and set priorities, and to ensure technical and business processes align when analyzing, designing, developing, modifying and procuring information systems.

Three (3) years of advanced level experience as a data and technology enterprise leader. A Bachelor’s degree in Business, Public Administration or a closely related field may substitute for one (1) year of experience.
Experience leading a new initiative that includes the integration of numerous business partners.
Demonstrated ability to effectively lead a multi-disciplined team or project.
Strong leadership skills, including the ability to manage, guide and communicate with staff and partners at all levels.
The ability to celebrate diversity and have a strong commitment to a respectful and inclusive work environment.
Bachelor’s degree or higher in Business, Public Administration or closely related field.
Experience leading large-scale or complex business technology improvement project(s) with wide reaching scope and significant impacts.
Project Management Professional (PMP) certification.
Experience, training, and/or certification in process improvement methodology (i.e. LEAN, Six Sigma, etc.).
Knowledge of MN State governmental policies, procedures, processes, laws and rules as they related to technology procurement, project management and/or information management.
Prior experience working with MDA or MNIT business processes, as they relate to the use of technology to support business program work.
This position is an office position, based in the St. Paul OLF office. The individual in this position may telework on a schedule as negotiated with the supervisor; some responsibilities of this individual may require in-person presence at the office or attendance at meetings, as well as occasional in-State travel for supervision of remote workers or assigned staff. While most work and hours for this position is routine, the incumbent must be able to be flexible if works needs require schedule adjustments. The work is primarily computer-based and requires extensive sitting at a computer and keyboard to participate in meetings, and complete work activities.
