Job Description

We are seeking an experienced Navy Manpower Analyst to support our Navy customer in the Norfolk, VA area. In this role, you will serve as the integrated voice of the command and work with Fleet stakeholders to ensure the right staffing needs are identified and mapped to meet operational requirements. This role will support Quality Assurance, and performance of Advocacy on all Manning and Manpower requirements. Assist with additional activities such as: Manpower Change Requests (TFMMS Packets), POM Issue generation, NMETLS, MNA Requests, ADCO, DRRS-S Support, NFAAS Support during natural or man-made disaster and PMARS.

Duties and Responsibilities

  • Review manning to ensure organizations are in the position to operate as required to meet operational and mission requirements.
  • Support the development and updates for command Mission Functions & Tasks to advance, align, deliver, support, and sustain required capabilities.
  • Support MT&E, readiness and reporting responsibilities associated with manning aligned to capabilities and systems.
  • Provide strategic planning and project management support across the organization Requirements and Program portfolio, to include overall task management, integrated planning, strategic communications, and technical, and administrative support functions.

Required Skills/Qualifications

  • 5+ years’ experience within the last ten (10) years as an action officer on a CCDR, NFC, NCC, Joint, service, or Echelon III or above flag staff required.
  • 3+ years of the following:
    • Program Analyst on an NFC, NCC, CCMD, or joint staff in an OLW/MOC MPT&E requirement related position
    • Serving on a CTF staff, service equivalent, or JTF staff in an administrative position responsible for assignment of personnel to operational staff billets.
    • Experience within the last ten (10) years in an MPT&E related staff position on a JTF, CTF, or service equivalent, or other Navy command required.
    • Experience as a Program Analyst related to the following programs: FLTMPS, NTMPS, DRRS, and the TRM of the CeTARS required.
  • Demonstrated knowledge and experience with the OPNAV PPBE process.
  • Possess analytical skills to support identification, substantiation and advocacy of MPT&E requirements.
  • Must possess an active DoD TS/SCI Clearance.
