Job Description

 

MIT Lincoln Laboratory is a Department of Defense Research and Development Laboratory chartered to develop advanced technology in support of national security . Research and development activities focus on long-term technology development as well as rapid system prototyping and demonstration. These efforts are aligned within key mission areas, including air and missile defense; space control; homeland protection and tactical systems; biological-chemical defense; communication and information technology; intelligence, surveillance and reconnaissance systems and technology ; and advanced electronics technology. The Laboratory works with government and industry to transition new concepts, technology and prototypes into future system development and deployment.

 

Position Description

 

Serve as a subject matter expert assisting with management and oversight of the multi-billion-dollar prime contract(s) with the Air Force, various technology agreements, and subcontract compliance with the prime contracts. Requires a strong working knowledge of the Federal Acquisition Regulation (FAR), Defense FAR Supplement (DFARS), and understanding of Government regulations applicable to Federally Funded Research and Development Center (FFRDC) relationships as well as subcontract flow down requirements. Requires ability to develop solutions to unique business/contractual issues that require a high degree of analysis and understanding of internal and external policies and regulations. Supports various executive level teams developing strategic approaches to enhancing the Laboratory’s FFRDC mission.

 

Responsibilities

 

  • Provide guidance and support to Laboratory technical staff and senior managers related to performance of the Air Force Prime Contract
  • Support the negotiation of prime contract changes and implementation procedures with Air Force officials
  • Manage transition of sponsored research programs from the current prime contract to the new prime contract.
  • Serve as a member of the multi-disciplinary team for the timely negotiation and award of the follow-on FFRDC Prime Contract
  • Assist with administration of the prime contracts and contribute to collaborations to resolve execution issues. Assist with development of policies and procedures to ensure compliance.
  • Provide guidance to government sponsors and MIT LL leadership and business managers to resolve complex issues associated with fiscal law, sponsor processes and general understanding of the FFRDC mission and ordering process.
  • Resolve complex acquisition issues associated with execution of the prime contract and sponsored research projects
  • Provide guidance and reviews associated with potential prime contract projects to include review of government solicitation documentation and MIT LL responses/proposals to government requests.

  • Assist with responses to audit inquiries. Lead preparation for prime contract audits as required,
  • Build and maintain relationships with government contracting and program officials
  • Provide a creative ability to develop and structure agreements and contractual solutions
  • Serve on executive level teams which interface with DOD and Air Force officials on long term strategic issues related to the Laboratory’s FFRDC mission
  • Conduct training seminars and workshops for the Laboratory staff, as necessary.
  • Provide complex acquisition planning, advice and assistance as needed.
  • Provide contracting expertise and guidance across the entire Laboratory, including prime contract projects, non-federal contracts, and subcontracts.
  • Conduct research analysis to develop recommendations and options for solutions to wide-ranging problems
  • Provide guidance and support to Laboratory technical staff and senior managers related to compliance with terms and conditions of the Air Force Prime Contract
  • Conduct research, analysis, and develop solutions for prime contract and subcontract governance and compliance issues
  • Evaluate impact of evolving government policies and regulations to prime contract execution.

 

Qualifications

 

  • Bachelor's degree is required
  • MBA or similar degree preferred
  • Minimum of 10 years of experience in Government contract related work required, with 15 years in DoD contracting preferred
  • Experience in Air Force contracting and acquisition environment highly preferred
  • Strong working knowledge of FAR/DFARS acquisition and contracting policies and procedures is required
  • Demonstrated capabilities in written and oral communication are required
  • Must possess or be able to obtain a Secret Security Clearance, with TS/SCI clearance (with counter­ intelligence polygraph) preferred
